Abstract
Technology commercialisation through the exploitation of research has been important for centuries in accelerating the innovation-based economy. In this aspect, the low return on R&D investment in Malaysia requires universities, particularly the RU, to enhance their ROI across the increasingly competitive innovation ecosystem. While there were numerous studies around the world that have been reviewing the technology commercialisation, none of them have looked into the Malaysian RUs ecosystem holistically. Driven by the 5th shift in the Malaysia Education Blueprint 2015-2025 (Higher Education) this study proposes a comprehensive technology commercialisation framework that can be a reference for future revenue generation. Methodologically, the Delphi Method was completed qualitatively via three rounds of Semi-Structured Interview (SSI) sessions involving Expertise Opinion Analysis (EOA) amongst 10 Technology Transfer Officers from five RUs and 20 commercialisation experts among local researchers, industry collaborators, financiers or investors who have experienced a complete cycle of commercialisation process with an RU. The results gathered were coded into NVivo11 software before they were summarised into six significant themes: ‘policy and awareness’, ‘IP/technology management process’, ‘human capital development through incubation and entrepreneurship training program’, spin-off company establishment’, ‘marketing and incentives programs’, and ‘commercialisation funding’. In conclusion, the study recommended that effective technology commercialisation shall be derived from a holistic entrepreneurial ecosystem, reflected the proposed six significant themes technology commercialisation conceptual framework. Limited to the local institutional policy arrangement, by adopting the proposed framework, the technology commercialisation management process by a university will become more efficient and comprehensive.
