dc.description.abstractRecent performance shortcomings of Malaysian hospital buildings in delivering the expected service have raised the need for Post Occupancy Evaluation (POE). POE for hospital buildings is vitally needed to ensure the performance of hospital buildings and facilities is sustained. However, despite the several attempts to audit hospital building performance through POE, none has been heard about the success of previous POE projects. Studies on implementation, process, performance consideration, and barriers of POE have been relatively well covered in the literature. However, the factors that should be considered to ensure the POE success have yet to be identified. Thus, an in-depth understanding on the critical factors for a successful POE is needed to consolidate the POE knowledge area of study. Addressing the above issue, this research was carried out to achieve three research objectives which are to identify the Success Factors (SFs) for the process of POE of building performance; identify the indicators for each sub-factor, and develop a framework of CSFs for the process of POE of hospital building performance. The research objectives were achieved through a two-phase study. The first phase kicked off with the identification of 13 SFs (together with their 32 sub-factors) and indicators from the literature were then validated in a three-stage Delphi questionnaire survey involving POE experts all over the globe. The result firmly established the position of these SFs together with their sub-factor(s) within the POE process model and the validated indicators for each sub-factor. Three success factors; resources, participation and commitment, and top management support have an important impact on POE success across all three steps of the planning phase; skills, managing POE information and knowledge on POE are necessary factors to successful POE project execution (conducting phase); and leadership and provide access to knowledge prove to be the influential factors on POE success during the applying phase. Phase 2 of the research starts with a prioritisation process (prior to the development of the Analytic Hierarchy Process framework) that involving the personnel of Ministry of Health (MoH), Public Works Department (PWD) and facilities management contractors that provide six privatised hospital support services to Malaysia public hospitals. Findings from the prioritisation process show that planning and applying phases were more concentrated on the factors related to the management aspects such as top management support, leadership, skills and provide access to knowledge. Conducting phase on the other hand was dominated by factors specific to hospital POE project implementation such as managing POE information, knowledge on POE, and POE methods. The findings of this research is beneficial for the practitioners in the healthcare industry as for the first time there is a clear framework that reveal factors that require consideration and prioritisation in hospital POE projects
