dc.description.abstract | Land bank development is seen as a creative process involving investment in land area to increase value. However, land banking in Malaysia is still considered very risky. Although the potential of land banking has been acknowledged, the actual land use is difficult to fulfil because it does not have a framework. Land banking activities are not regulated, specifically regulations involving land banking. Developers or decision makers are seen to have their views on needs, objectives and challenges. All decisions made were based on intuition without a scientific approach. This can lead to a lack of development quality due to poor decision-making and, in turn, cause the land to be uncultivated and idle. Thus, this study aims to analyse the model of preliminary evaluation results of land bank development to achieve success and obtain the expected return. This can be achieved by focusing on the study's objectives, such as identifying the main criteria considered before making the preliminary evaluation of land bank development, analyzing preliminary evaluation results of land bank development and proposing a model based on the initial assessment of land bank development. The Railway Asset Corporation (RAC) was selected as the case study to strengthen the findings of the study based on the several issues derived from the literature review and pilot study at an early stage. RAC incurred most of the losses due to weaknesses in its core business involving the provision of transportation services. However, the management of its assets still needs to be scrutinized. The theories emphasized were stages, activities, decision-making points, decision makers, decision methods, decision -making tools (markets), decision -making tools (finance), decision criteria, economic information, technical information and financial information. This study employed the Delphi method as a research technique for the data collection because of its ability to explore the factors influencing practice during the decision-making process in land bank development projects and the information needed to make different decisions. The Delphi method allowed the consent of a group of experts to be obtained after attaining their opinion on the proposed matter. A total of 42 respondents were identified as RAC stakeholders. The data gathered based on the integration of qualitative and quantitative analysis by adopting exploratory design was found to affect the level of performance and experience in the land bank development process. The initial phase of decision-making characterized this model. Based on the findings, an efficient model for making preliminary assessment decisions of land bank development was established. This model could assist academics and stakeholders with more reliable and convincing initial assessment decisions of land bank development. | |
