dc.description.abstract | Serah Balik Kurnia Semula (SBKS) is one of the main mechanisms of land development for the State of Johor. It contributes to the State Government's revenue generation through premiums, land tax and other land revenue, which are the key processes to the SBKS application approval. However, the absence of a clear application approval period has affected the State Government's revenue generation, developers' loss in terms of development costs, and negative public perception of the competence and efficiency of the government delivery system. The theoretical gaps and problems identified in the industry have outlined the objectives of this study, firstly to identify the internal and external delay factors in the SBKS application process; secondly to develop SBKS application re-engineering in the State of Johor to overcome the internal delay factors identified; and finally, to evaluate the monetary and non-monetary implications to the State Government and the community in the re-engineering of SBKS applications. This case study research was conducted at the Johor Bahru Land Office and adopted a qualitative approach using interviews as the data collection method. The interview was conducted in two separate Focus Group Discussion (FGD) sessions by selecting respondents based on the purposive sampling technique. The data obtained were analysed using Atlas.ti software. The analysis identified 12 internal and six external delay factors in the SBKS application process at the Johor Bahru Land Office, which is in line with the five theoretical delay factors, including the procedure for application approval, the timeline for approval, collaboration and cooperation, agency capacity and documentation. Based on these findings, a process of re-engineering framework was developed to overcome delays and speed up the SBKS application approval process. The benefits of these improvements have made a monetary contribution through an increase in revenue for the Johor State Government. Meanwhile, the non-monetary contribution has allowed the community to enjoy and use public infrastructure in the form of better roads, open spaces, public halls, schools, and places of worship. Moreover, the public is satisfied when development projects are successfully completed within the stipulated time. This study has resulted in the implementation of SBKS 2.0, which allows the process timeline in Land Administration to be tremendously reduced from 505 days to 107 days. The proposed mitigation and improvements of the existing framework refer to the theory of re-engineering using the principles of business process re-engineering (BPR), as an effort toward the excellence and transformation of public sector service delivery, especially in Johor Land Administration. | |
