dc.description.abstractManagement capability is one of the important prequalification in the process of contractor selection as it has the highest impact on the time and cost performance of the contractor. However two important shortcomings of current prequalification models regarding the evaluation of management capability were identified. First, the models are not comprehensive since all the variables related to the management capability are not included. Secondly, the models focused almost exclusively on time and cost performance as outcome variables, which may not be enough to evaluate the management capability of contractors. This study argues for a more systematic approach to address the contractor management capabilities and practices as a critical additional element in evaluation and selection at the prequalification stage. The model investigated the criteria that have not been considered in previous prequalification evaluations for management capability. An evaluation model that integrates management variables, practices, and factors influencing contractor performance is developed. Two research activities were conducted to obtain the required data for the evaluation model. The first research activity included literature review, interview, pilot and expert sampling survey. From this research activity, the data required for the evaluation model were identified. The data gathered through questionnaire survey was analysed using Statistical Package for Social Science (SPSS) software. The statistical tests included cronbach’s alpha, one-way analysis of variance (ANOVA) and tukey test. The second research activity included the main questionnaire survey whereby the data obtained from the previous research activity were weighted. The main questionnaire in this study was designed using the analytic network process (ANP). ANP was used to evaluate the multidirectional relationship among decision elements. From the analysis, the weights of management variables and management practices were obtained and used as an input for the evaluation model. Another input data was the evaluation score which was given by the supervisor of the contractor for the actual performance of contractor on site. A prototype computer program was designed with the MATLAB language for implementing the proposed model. The output data is a score that elicit the contractor management capability performance from poor to superior performance. The technicality and feasibility of the model was tested using sensitivity analysis and interview with the experts. Results suggest that the model can be used as a decision support system by client in selecting the appropriate contractor to be awarded the contract
